BREXIT Update 01.01.2022

From 01.01.2022, the following changes will come into force for goods imported from the EU into the UK:

For import declarations, the following declaration procedures will apply depending on the transport route and port of entry:

  • “Temporary storage model”: Goods must remain in the UK port of entry at a charge before being declared to customs: –> Applies (currently and in future) for LoLo/RoRo shipments (unaccompanied trailers and containers)
  • “Pre-lodgement model”: import customs declarations must be submitted prior to shipment: –>Applies for direct transports (driver-accompanied transports) e.g. via channel ports
  • The temporary simplified import declaration procedure (EIDR) no longer applies.
  • Start of the new British IT customs system GVMS
  • Strengthening of border controls may lead to delays
  • Customs regulations for veterinary goods: From 01.01.2022, British importers are obliged to inform the British Animal Plant Health Agency (APHA) about imports from the EU into Great Britain (GB) using the Import of products, animals, food and feed system (IPAFFS).

BREXIT – Changes per 01.10.2021/01.01.2022

The stricter customs regulations for veterinary goods planned for 1 October 2021 have  been postponed at short notice.

The requirement for an Exit Summary Declaration and a Safety and Security Declaration for returning of empty pallets and empty transport units from the UK from 1 October 2021 remains in place.

 

Veterinary goods:

 

When exporting to the UK, veterinary certificates will now only be required to accompany the consignment from 1 July 2022 for the majority of the veterinary commodities listed below.

 

  • Food and drink (products of animal origin for human consumption, such as meat, fish and dairy products).
  • Animal by-products
  • Composite foodstuffs

 

UK importers are now only required to notify the British Animal Plant Health Agency (APHA) of imports from the EU into the United Kingdom (UK) using the Import of products, animals, food and feed system (IPAFFS) from 1 January 2022.

 

Empty pallets, empty transport units:

 

When returning empty containers, empty transport units or pallets from the UK to the EU without an export declaration (without an export MRN), a digital exit summary declaration (EXS), as well as a safety and security declaration (ENS) per consignment, will be required before exit from 1 October 2021. Neuer Zeitplan bei Einführung von Zollverfahren in Großbritannien

Verlagerte Zollanmeldung / (Customs Freight Simplified Procedures and Entry In Declarants Records):

Um sechs Monate bis zum 01.01.2022 wird diese Regelung verlängert. Importeure können für Standardgüter vollständige Zollanmeldungen bis zu sechs Monate später abgegeben werden, dann werden auch erst eventuelle Zollzahlungen fällig. Auch Sicherheitserklärungen (ENS) werden nicht ab dem 01.07.2021, sondern erst ab dem 01.01.2022 erforderlich.

 

Importeure von Produkten tierischen Ursprungs, wie zum Beispiel Fleisch, Tiernahrung, Honig, Milch oder Eiprodukte und alle Güter, die unter die Gesundheits- und Pflanzengesundheitsvorschriften fallen, die sogenannten SPS Produkte, müssen erst ab dem 01.10.2021 Vorabanmeldungen über das „IPAFFS“ System (Import of products, animals, food and feed System) vornehmen.

Export Health Certificates (Gesundheitsbescheinigungen) müssen erst ab diesem Zeitpunkt für den Export vorgelegt werden.

Physische SPS-Kontrollen solcher Güter an den Grenzen soll es anstelle des 01.04.2021 erst ab dem 01.01.2022 geben.
